Most houses in this area have older electrical services, this means the SE (service entrance) cable on the side of your house may be an older cloth-covered wire. This wire over time will break down, allowing water to penetrate and corrode and rust out the Meter socket. When water gets into the SE wire it can travel along the wire almost like a candle wick. This can cause water to get into the meter socket, rust and corrode the connection terminals and even travel into the breaker box and cause damage there as well.
